Identifying and Ranking Factors Affecting the Improvement of Human Resources in Relief Organizations in the Red Crescent Society of Yazd Province(مقاله پژوهشی وزارت بهداشت)

INTRODUCTION: The improvement of human resources refers to the activities through which the employees continuously keep pace with the changes and growth of the organization. It involves the improvement of the skills, knowledge, and capabilities of the employees in the perceptual and operational dimensions to increase the efficiency of the employees' performance. The present study aims to identify and rank the factors affecting the improvement of human resources in relief organizations in the RCS in Yazd province. METHOD: The present study is applied in terms of purpose and descriptive survey methodically. The statistical population included all the senior employees and experts of the RCS of Yazd province (478 people). About 215 people were selected based on Cochran's formula. Data analyzed using fuzzy SWARA and SPSS-24 software. FINDINGS: According to the findings, 21 factors affecting the improvement of human resources in the RCS of Yazd province were identified and prioritized using the fuzzy SWARA technique. It gives this opportunity to decision-makers and policy-makers to choose their environment and strategy based on the current situation. CONCLUSION: The results revealed that the highest weight or the most important factor is the implementation and evaluation system (development of group activities and team building).

Designing a Policy Capacity Measurement Model for Rescue and Relief Services in Iranian Red Crescent Society(مقاله پژوهشی وزارت بهداشت)

INTRODUCTION: The continuity and development of rescue and relief services requires recognition and improvement of the capacities of this field, and above all, it requires a tool to measure the capacity of this policy. The purpose of this research is to design a model for measuring the policy capacity of providing rescue and relief services in Iranian Red Crescent Society (IRCS). METHOD: This qualitative and applied research was conducted with the content analysis method. In order to collect data, the policy capacity literature and laws in the field of "rescue and relief " and "crisis management" were reviewed. About 12 experts were selected and studied as the statistical population using the snowball method until reaching theoretical saturation. Data were analyzed by qualitative content analysis method (inductive approach) and Maxqda-20 software. Content validity and reliability were checked with Content Validity Index (CVI) test and Holsti’s method, respectively. FINDINGS: According to the findings, about 113 indicators were identified which were classified in three levels including individual (34 indicators), organizational (48 indicators) and systemic (31 indicators). All these three levels consist of the subcategories such as analytical, operational and political-social capacity. CONCLUSION: Policy capacity is a multi-level and multi-dimensional concept. For the development of rescue and relief services, the capacity status of this policy should be determined at different levels and dimensions and due to the needs and conditions, capacities should be upgraded. However, it should not be enough to develop the capacity at one level or one dimension.

Career Motivation Rating of Athlete and Non-Athlete Volunteers of IRCS(مقاله پژوهشی وزارت بهداشت)

INTRODUCTION: The Red Crescent Society (RCS), as a non-profit organization and a member of the International Red Cross and Red Crescent Movement, engages in relief, humanitarian and public benefit activities, which are influenced by the nature of volunteerism. The purpose of this research is to evaluate and rank the career motivation of two groups of athletes and non-athletes volunteers of the IRCS. METHODS: In this applied survey, data were collected based on Self-Determination Theory framework through a standard questionnaire with stratified random sampling. Due to the Coronavirus situation in the country, questionnaires were sent online to 30,000 young members of the RCS Youth Organization throughout the country which 2815 questionnaires were answered. The data were analyzed using descriptive and inferential statistical methods and SPSS-26 software. FINDINGS: According to the findings, the career motivation components of the volunteers in the non-athlete group in order of prioritization are as follows: extrinsic (identified regulation), intrinsic; external (introjected regulation, integrated regulation and externalized regulation) and in the athlete group in order of prioritization is such as: intrinsic motivation; extrinsic (identified regulation); external (introjected regulation, integrated regulation and externalized regulation). CONCLUSION: According to the results, it can be stated that there is a significant difference in the ranking of voluntary career motivation components between athletes and non-athletes volunteer members of the RCS. On this basis, the RCS must have a proper understanding of the difference in the motivational components of people of different age, cultural, gender, etc., in order to improve the level of its social capital.

A Study of The Coastal Care Education-Based Program in Gilan Province, Summer 2023, Iran(مقاله پژوهشی وزارت بهداشت)

INTRODUCTION: Deaths from drowning at sea and recreational diving annually cause irreparable damage with the start of summer trips to the coasts of Gilan. Thus, the present study aimed to investigate the effectiveness of the coastal care education-based program. METHODS: In this descriptive-analytical study, data were collected with a 45-item researcher-made questionnaire on a 5-point Likert scale. The reliability and the validity of the questionnaire was confirmed with a Cronbach's alpha (0.7) and by 12 specialists. The statistical population (N=450) includes supervisory agents, rescuers, lifeguards, coastal guards, field training instructors, relief workers, and young members of the Red Crescent Society of Gilan province. Finally, 207 people selected and studied using Morgan table. Data analyzed using SPSS-27 software. FINDINGS: According to the findings, the age group of 30 to 44 years has the highest frequency with 89 people (43.0%), a total of 123 respondents (59.4%) were male and associate and bachelor's degrees each have the highest frequency with 59 people (28.5%). The 45-items questionnaire were categorized into six sections including demographics (5 items), self-help skills (8 items), knowledge of coastal information (8 items), knowledge of coastal hazards (8 items), skills in using buoyancy equipment (8 items), and coastal experiences (8 items). About 12 questions with the highest mean responses were identified as effective factors of the education-based program. The correlation between the selection of safe places for swimming by tourists was estimated to be significant (P<0.05). CONCLUSION: The results of the study showed that the successful implementation of the sea sanitation plan with the approach of preventing drowning incidents and selecting safe swimming locations depends on the development of a coastal care education program, including face-to-face education, and then on ensuring the health of the coastal strip.
