کنترل فساد؛ راهبردی محتوم در حکمرانی خوب (رویکرد مدل سازی ساختاری تفسیری) (مقاله علمی وزارت علوم)

چکیده
تحقیق حاضر با هدف تبیین مولفه های حکمرانی خوب با رویکرد مدلسازی ساختاری تفسیری در نظر گرفته شد. بررسی ادبیات موضوع نشان می دهد که حکمرانی خوب شامل دولت و حاکمیت به عنوان یک نهاد توانمند، در چارچوب قانون اساسی، جامعه مدنی، بخش خصوصی، شهروندان متعهد و ساختار نهادی بین المللی/جهانی است. مشارکت و تعامل را در یک محیط ملی و بین المللی به طور فزاینده پیچیده، متنوع و پویا، ترویج می کند. میراث فرهنگی، ارزش های سنتی، واقعیت های زیست محیطی، فرهنگ سیاسی و ساختار اقتصادی باید در تعریف و تعیین مولفه های حکمرانی خوب در نظر گرفته شوند. با توجه به تحقیقات و مطالعات متعدد، مولفه های زیادی برای حکمرانی خوب گزارش شده است اما در این مطالعه مولفه های ارائه شده در برنامه توسعه سازمان ملل متحدد در نظر گرفته شده و با استفاده از طرح سوال از طریق هوش مصنوعی(AI) و برنامه ChatGPT همین مولفه ها در پاسخ ارائه شدند. در بخش مدلسازی، روابط بین مجموعه مولفه ها تعیین گردید و بر اساس میزان قدرت نفوذ و وابستگی آن ها، مولفه «کنترل فساد» به عنوان مولفه پیوندی تعیین شد، مولفه ایی که هرگونه اقدامی در مورد آن، علاوه بر اینکه مستقیماً بر سایر مولفه ها اثر می گذارد، می تواند در قالب بازخورد از سایر مولفه ها بر خود، تاثیرپذیر باشد. به این معنا که حکمرانی خوب عدالت پایه در سایه کنترل فساد تحقق پیدا می کند. واژه ایی که گمشده و مورد انتظار تمام عدالت خواهان جامعه بشری است. این یافته کلیدی در راستای جمله تاریخی و ماندگار مقام رهبری است که فرمودند: « با دستمال کثیف نمی شود شیشه را پاک کرد».Controlling Corruption is Inevitable Good Governance (Interpretive Structural Modeling Approach)
The present research was considered with the aim of explaining the components of good governance with the interpretive structural modeling approach.The review of the subject literature shows that good governance includes the government and governance as a powerful institution, within the framework of the constitution, civil society,the private sector,committed citizens and the international/global institutional structure.It promotes participation and interaction in an increasingly complex, diverse and dynamic national and international environment.Cultural heritage, traditional values, environmental realities, political culture and economic structure should be considered in defining and determining the components of good governance.According to many researches and studies, many components for good governance have been reported, but in this study, the components provided in the United Nations Development Program are considered and by using questions through artificial intelligence and the ChatGPT program, the same component is considered. were presented in response.In the modeling section, the relationships between the set of components were determined, and based on their degree of driving and dependence,the "corruption control" component was determined as a link component, a component that any action on it, in addition to directly affecting other components it can be influenced by other components in the form of feedback.This means that the good governance of basic justice is realized in the shadow of corruption control.The word that is lost and expected by all the justice demands of human society.This key finding is in line with the historical and lasting sentence of the leader who said:"You cannot clean the glass with a dirty napkin".
