ارائه مدل تفکر استراتژیک در بهره وری وزارت ورزش و جوانان با استفاده از نظریه داده بنیاد (مقاله علمی وزارت علوم)

چکیده
سازمان های ورزشی، از یک سو با محیطی متغیر و تهدیدکننده روبه رو بوده و از سوی دیگر، روند افزایشی پیشرفت های ورزشی در عرصه های داخلی و خارجی، خواسته ها و مطالبات جدیدی را از طرف جامعه برای آن ها ایجاد کرده است. بنابراین هدف از اجرای تحقیق حاضر، تبیین نقش تفکر راهبردی در بهره وری وزارت ورزش و جوانان بود. این تحقیق با روش کیفی انجام گرفت. برای تدوین مدل پارادایمی از «نظریه داده بنیاد» و به منظور جمع آوری اطلاعات از مصاحبه های نیمه ساختارمند استفاده شد. نمونه آماری پژوهش بر مبنای اشباع نظری 22 نفر از مدیران وزارت ورزش و جوانان، فدراسیون های ورزشی و اساتید دانشگاه بودند که به روش هدفمند انتخاب گردیدند. داده ها از طریق سه مرحله کدگذاری مورد تجزیه و تحلیل قرار گرفت و در قالب شرایط علی مؤثر (7 مقوله)، شرایط مداخله گر (7مقوله)، شرایط زمینه ای (2 مقوله)، راهبردهای لازم (6 مقوله) و پیامدها (3 مقوله) معرفی شدند. براساس مدل پارادایمی تحقیق، «ساختارسازی»، «تجزیه و تحلیل راهبردی»، «آموزش» و «سازمان اخلاقی» از جمله راهبردهای نهادینه شدن تفکر راهبردی در وزارت ورزش انتخاب شد. پیامد توسل به این راهبردها، پیامدهایی نظیر مدرن سازی وزارت، ایجاد وزارتی غیرشکافنده و همچنین وضوح مسیر توسعه ورزش خواهد بود.Presenting the model of strategic thinking in the productivity of the Ministry of Sports and Youth using grounded theory
On the one hand, the sports organizations are faced with a variable and threatening environment and on the other hand, the increasing trend of sports developments in domestic and international fields have caused more expectations and requests on the part of the society. Therefore, the research is to design a model for strategic thinking in order to improve the productivity of the Ministry of Sport and Youth. The method was qualitative based on Grounded Theory. The semi-structured interviews were used yo collect the data.The sample was chosen based on theoretical saturation (22 participants) from sports administrators and university professors through targeted method. The data was analyzed in three codifying stages that were introduced in causative effective conditions (7categories), interventional conditions (7categories), grounded conditions (2 categories) which facilitate or expedite the interrelation among these three, the required strategies (6categories) and consequences (3categories). In this paradigmatic model, “the path-oriented analysis”, “the visualizing mind”, “the coherent mind” and “the integrated thought” were chosen as the main reasons behind the institutionalization of the strategic thought in the ministry. It could be concluded that if exerted the strategies in order to institutionalize the strategic thinking in this organization, some consequences will arise such as the modernization of the ministry, the creation of a Non destructive ministry and also the clarity of the path of sport development.
